Add new user option `mouse-drag-mode-line-buffer'

* etc/NEWS: Announce new option.  Also add missing entries for
an earlier change.
* lisp/mouse.el (mouse-drag-mode-line-buffer): New user option.
(mouse-drag-mode-line): Implement that option.
